- Mitigated Determination of Non-Significance: Castle Rock Landing on the Cowlitz Master Planned Mixed Use Development Excavation & Mass Grading Permit On November 8, 2021, the Castle Rock City Council approved the Castle Rock Landing on the Cowlitz as a Master Planned Mixed Use Development subject to conditions. The development is proposed as a mixed use master plan with a site area of approximately 118 acres. The subject of this application is the mass grading of the Landing site, along with grading activities on the adjacent Department of Natural Resources (DNR) site to the south. The Castle Rock City Council will hold a public hearing on March 10, 2014 at 7:30 p.m. in the Council Chambers located in the Senior Center, 141 ‘A’ Street SW, Castle Rock, WA.
Purpose: to take testimony on an amendment to the 6-year street plan for 2014-2019 and also to take testimony on the proposed Six-Year Transportation Plan for 2015 – 2020. Both issues relate to arterial streets within the city limits. A copy of the proposed Transportation Plan and the proposed amendment are available for public review in the City Clerk’s office, during regular business hours.
Persons wishing to speak on these issues may do so at the public hearing. Any testimony will be taken into consideration when the City Council discusses the issues during regular session.

FRONT AVENUE NW IMPROVEMENT PROJECT
During the week of August 29th to September 4th , 2013 the following work is expected on Front Avenue NW between Shintaffer Street and A Street SW:
- Continue construction of sidewalks and
- Transfer to the new water main between Cowlitz and A Street is scheduled for Thursday, August 29th. Those affected will receive advance notification to prepare for a disruption in water service.
During this week, we anticipate that Front Avenue NW will be closed to vehicular traffic from Shintaffer Street NW to A Street SW. The street closures are illustrated in the notice.
As with any construction project, there may be times when the situation changes rapidly. Circumstances beyond our control may result in an unexpected alteration to vehicle and/or pedestrian access or utility services. Please be aware that the contractor, Tapani Underground, Inc. and the City of Castle Rock will do everything within our power to resolve issues as soon as possible. Let us know if you have any special needs and we will do our best to minimize the impact from this project.

CASTLE ROCK BOAT RAMP CURRENT VELOCITY IMPROVEMENT

Notice of
SEPA Mitigated Determination of Non-Significance
The City of Castle Rock Public Works Department has filed an application for a Shoreline Management Substantial Development Permit to construct a rock groin in the Cowlitz River immediately upstream of the Al Helenberg Memorial public boat launch. The groin is proposed to be constructed upstream of the toe of the ramp between the shoreline and existing floating log boom. The purpose of the groin is to improve boat launch safety by redirecting flow and therefore reducing velocity at the site.
In order to offset unavoidable impacts associated with the project, the applicants propose to restore and enhance a stretch of Whittle Creek located approximately one half mile south of the proposed boat launch site (parcel numbers 309100100, 309130100, 309330100, WJ1502001).

ROAD WORK NOTICE
COWLITZ STREET W
On Friday, July 6, 2012, Nutter Corporation will begin preparation to apply an epoxy finish on the decorative stamped intersections of Cowlitz Street W. The Cowlitz Street W intersections with Front Avenue, First Avenue and Second Avenue SW will remain open with traffic revisions during this cleaning and drying process.
On Sunday, July 8, 2012 from 5p.m. to 6 a.m., weather permitting Cowlitz Street W will be closed from Huntington Avenue to Second Avenue SW while an epoxy finish is applied and allowed to cure.
Please make any necessary arrangements to reduce inconveniences during this project.

NOTICE OF PUBLIC HEARING AND SEPA ENVIRONMENTAL REVIEW
Applicant Shanin Prusia of Urban Wireless proposes to amendment the text language of Castle Rock Municipal Code Chapter 11.20, COMMUNICATION ANTENNAS AND TOWERS, by removing the maximum height limitation of freestanding facilities in the Industrial zoning district; providing additional development standards for freestanding facilities; providing administrative approval of freestanding facilities in the Highway Commercial and Industrial zoning districts upon demonstration that all development standards have been met; and, adding permit processes for the city’s two newest zoning districts, MX – Mixed Use and PROS – Parks, Recreation and Open Space.

- July 11, 2011: The City of Castle Rock adopted Ordinance No. 2011-08, adopting interim zoning controls regarding medical marijuana collective gardens for a period of six months while the city drafts, considers, holds hearings and adopts detailed collective garden regulations. The interim ordinance allows for a collective garden to be sited in the C-2, Highway Business Zoning District, subject to meeting siting requirements. Materials: The draft ordinance, together with the environmental checklist and other information used to make this determination, are available for viewing at City Hall, 141 A Street SW, Monday through Friday, 8:30 am to 5 pm.
