NOTICE OF PUBLIC HEARING

The Castle Rock City Council will hold a budget workshop meeting, Monday, December 19, 2011 beginning at 6:00 p.m. to discuss the proposed budget for fiscal year ending December 31, 2012.  Meeting location will be at Castle Rock Senior Center, 222 Second Avenue SW.   For further information, or to review the proposed budget or the Mayor’s budget message, please contact Clerk-Treasurer Ryana Covington, at 360/274-8181.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the City of Castle Rock Planning Commission will hold a public hearing on Wednesday, October 26, 2011 at 6:00 p.m. in the Castle Rock Senior Center, 141 ‘A’ St. SW, Castle Rock, WA.

The purpose of this hearing is to consider proposed text amendments to the Castle Rock Comprehensive Plan Land Use Element and Chapter 17.40, C-2, Highway Business District, of the Municipal Code. The proposed code changes would update the City’s policies and regulations to ensure consistency with new state law by permitting medical marijuana collective gardens on certain properties in the C-2, Highway Business District, subject to satisfying siting and permit criteria.

The Commission will hear the proposal, staff report, public comment and public testimony and may make a recommendation to the Castle Rock City Council.

Location of Proposal: This is a City-wide legislative code amendment.

SPECIAL MEETING NOTICE
SEPTEMBER 29 AND OCTOBER 4, 2011

The Castle Rock Planning Commission will hold a special meeting on September 29, 2011 at 3:30 pm and on October 4, 2011 at 3:30 pm, in the Castle Rock Senior Center located at 222 Second Avenue SW, Castle Rock.

The purpose of the special meetings is to continue their review and discussion of Castle Rock Ordinance No. 2011-08 regarding Medical Marijuana Collective Gardens.

No action is proposed and no decisions will be made either of these meetings.

INTERIM ORDINANCE NO. 2011-08; FOR
SEPA DETERMINATION OF NON-SIGNIFICANCE
AND SPECIAL MEETING/PUBLIC HEARING

SEPA DETERMINATION

Description of proposal: On July 11, 2011, the City of Castle Rock adopted Ordinance No. 2011-08, adopting interim zoning controls regarding medical marijuana collective gardens for a period of six months while the city drafts, considers, holds hearings and adopts detailed collective garden regulations. The interim ordinance allows for a collective garden to be sited in the C-2, Highway Business Zoning District, subject to meeting siting requirements.

The City of Castle Rock has determined that this proposed non-project action does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030 (2)(c). This decision was made after review of a completed environmental checklist and other information on file with the City. This information is available to the public on request.

This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 14 days from the date below.

NOTICE OF HEARING FOR THE CASTLE ROCK PARK & RECREATION PLAN UPDATE
& RESCHEDULED MEETING DATE FOR THE CASTLE ROCK PLANNING COMMISSION

The City of Castle Rock Planning Commission has rescheduled its regularly scheduled meeting from March 16 to March 23, 2011. The meeting will be held at 7:00 pm at the Castle Rock Senior Center, 222 2nd Ave., Castle Rock, WA 98611.

The Planning Commission will hold a public hearing on behalf of the City of Castle Rock Park Board Commission for the purpose of receiving public testimony regarding the proposed updates to the Parks and Recreation Plan. The updated plan includes the following elements:

  • Goals, policies and objectives for locating, developing and maintaining recreation facilities;
  • An inventory of existing facilities;
  • A “needs analysis” demonstrating anticipated recreation needs;
  • A public participation program, including results of a community survey; and
  • A capital project list for the years 2011-2017
